The resolution on the results of the Second International Forum on Electronic Digital Signature «PKI Forum Ukraine 2013»

The Second International Forum on Electronic Digital Signature «PKI-FORUM Ukraine 2013» was held on April 10 – 12, 2013.

The Forum was held under the official support of the Ministry of Justice of Ukraine, State Service of Special Communication and Information Protection of Ukraine and State Tax Service of Ukraine.

Forum was organized by All-Ukrainian Association «Information Security and Information Technology of Ukraine».

The Forum was attended by 163 representatives from 14 government authorities, 40 state enterprises, 50 commercial enterprises, public organizations, scientific and educational institutions of Ukraine, as well as guests from 5 countries: Republic of Belarus, Republic of Georgia, Republic of Kazakhstan, Republic of Poland and Russian Federation.

Special attention was caused by government initiative on improvement of the legislation of Ukraine in the public key infrastructure area and the provision of electronic digital signatures, the adaptation of Ukrainian legislation to the legislation of European Union.

The subject of applied and scientific and technical aspects of creation, application and development of the national system of electronic digital signatures according to the requirements of the future cross-border e-society was animatedly discussed.

The round table «The question to the regulator» allowed to collect together the representatives of the competent supervisory and regulatory bodies in the area of electronic digital signature and provided the unique opportunity for the business representatives to ask relevant and exciting questions that arise under the practical implementation of certain laws.

Its nice to realize the democracy of the above process, that showed a willingness of the state authorities to go towards the subjects of providing of electronic digital signature services in order to improve the regulatory framework and creation of the really operated public key infrastructure, the possibility of the society to use a wide range of services of the information and communications technologies for state services and the overall democratization of the society.

The subject of improving of technical regulation of the public key infrastructure for the provision of cervices of electronic digital signature, in its current state and the prospects for development also caused considerable interest.

The main new of the Forum, provided by the Director of the Department of notaries, bankruptcy and functioning of the central certification authority Chyzhmar Kateryna was the Concept of law reform in the sphere of use of public key infrastructure and the provision of electronic trust services, affirmed by the order of the Ministry of Justice № 668/5 from 10th of April 2013.

The consideration of issues of legal regulation and responsibility in the sphere of the electronic digital signature, applying of electronic digital signatures for the implementation of payments, features of the legal regime, guarantees of the services, cyber-crimes and methods of striving with crimes in this sphere, current issues in the forensic investigation of the software «Client-Bank», showed the urgency of this issue. Thereby, the Forum organizers had made a decision on the necessity to expand the discussion of this issues with the involvement of more experts in this sphere at the next Forum in 2014.

Our special thanks to the representatives of all the countries, that took part in the Forum, since the exchange of experience in implementing of  the particular aspects of PKI, and solutions on problematic issues are very important for professionals and experts in the sphere of electronic digital signature and building of the common space of trust.

All participants of the Forum with interest took part in the plenary session, which concerned the international practices of implementation of PKI and share experience in the process of building a common space of trust.

A round table on the theme: «Establishment of single system of signers identification in Ukraine: necessity that has come ahead» allowed to discuss the problematic aspects of the registration of subscribers and further identification with the help of the mechanisms of electronic digital signatures. The extensive discussion indicated the necessity of taking action regarding on control of the quality of services, provided by accredited certification authorities, and establishment of the responsibility at the level of the law as a minimum guarantee to increase of the level of public confidence to these services.

The subject of applied aspects of electronic digital signatures in e-government systems allowed to gather of leading experts of mentioned sphere and consider mechanisms of implementation of the applying of electronic digital signatures for the provision of administrative services, including their technological and organizational features.

Active discussion raised also on the questions of archiving of electronic documents. In particular, it was very useful for the leading experts on this sphere the world experience of the applying of the digital signatures in archival practice, discussion issues on the ensuring of the authenticity of documents in electronic form during the long and permanent storage and organization of permanent storage and access to expired key certificates.

It should be noted that with increased use of information and communication technologies in our daily life the issues of current interest become a problems of information security in public key infrastructure.

The particular interest was caused by the subject of construction of integrated security systems, the use of application solutions, use of the resourses of strong authentication, secured (protected) key data, and reliable resourses of electronic digital signatures.

Based on the discussion of topical issues in the sphere of electronic digital signature, the members of the Forum came to the following conclusions:

1. Today the major current issues for the safe operation and further development in the shpere of public key infrastructure and electronic digital signature services are:
   • selective and inadequate use of possibilities of electronic documents in the public sector;
   • lack of trust to the electronic digital signatures, as citizens and businesses organizations, and some representatives of the state authorities;
   • lack of standardized requirements for a reliable resourses of creating and verifying of the digital electronic signatures;
   • expansion of the list and differentiation of the services, provided with applying of the public key infrastructure;
   • problems of information security applying of the public key infrastructure;
   • lack of legislative base for the recognition of foreign certificates of public keys and digital signatures, which are used in the provision of legal services in electronic form for the development of cross-border cooperation in all spheres.
2. The actual tasks, that require solutions at the moment, are:
   • the improvement of the legislation of Ukraine in the sphere of using opportunities of public key infrastructure and the provision of electronic services;
   • the improvement of the mechanisms of control in the sphere of the provision of services, using public key infrastructure capabilities;
   • establishing of security requirements for a reliable resourses of creating and using of the electronic digital signatures;
   • legal regulation of the mechanism for automatic application of electronic digital signature;
   • standardization of the public key infrastructure and the provision of cervices of the electronic digital signature;
   • improvement of the technological matters of cross-border application of the electronic digital signatures.

The Results of the Second International Forum on Electronic Digital Signature «PKI-FORUM Ukraine 2013»

We are grateful to everyone who took part in the Forum. This year the number of participants exceeded all our expectations - during three days over 160 representatives of government enterprises, regulatory bodies, public and commercial organizations had been attended plenary sessions and round tables of PKI-Forum! And we hope that none of you stayed  indifferent to the issues of development of the electronic digital signature technologies in Ukraine.

Special thanks to guests of «PKI-FORUM Ukraine 2013» from Poland, Russia, Georgia, Belarus and Kazakhstan, which gave us the opportunity to meet with international experience of development of a safe and secure public key infrastructure.

Today we are pleased to summarize the Forum. Having organized such a large-scale event, we aimed to create an open dialogue between the representatives of the various organizations interested in the development of electronic digital signature technologies in Ukraine and all over the world. It is therefore very important for us that the Forum participants repeatedly stressed the need for cooperation and willingness to work together to address the major issues of EDS in Ukraine.
